No More OEC - OFW ID System Coming Soon



Mga Kabayan, good news po!

Soon there will be no more OEC required from OFWs.

President Duterte already approved the OFW ID or i-DOLE that will replace OEC when passing through the immigration.

OFW ID will also be used in other government transactions like PRC, OWWA, SSS, PAGIBIG, PHILHEALTH, etc.

The iDOLE- OFW ID System will also have online portal and mobile aps where OFWs can update their employment and personal records. It can also be used for requesting government documents.

OFW ID is also projected to be used as ATM and debit card for OFW banks. 

OFW ID can also be used as regular beep card that can be load and be used in MRT and LRT.

OFW ID will be free of charge. OFWs just need to comply to the requirements.

It was said that the OFW ID will be implemented this coming August - September 2017.

UAE WORKING HOURS AND LEAVES



Have you been working more than eight hours a day and 40 hours a week?

Have you been working from working overtime from 9PM to 4AM?

Have your been working during Fridays and holidays?

Then you deserve an overtime pay.

CHAPTER IV WORKING HOURS AND LEAVES 
Federal Law No 8, For 1980, On Regulation of Labour Relations


SECTION 1 WORKING HOURS

ARTICLE (65)
The maximum normal working hours for adult employees shall be eight hours per day or forty eight hours per week. However, working hours for the employees of commercial establishments, hotels, restaurants, watchmen and similar operations may be increased to nine hours per day as determined by the Minister of Labour. Likewise, working hours per day in respect of hazardous work or work detrimental to health, may be decreased by decision of the Minister of Labour and Social Affairs. During the month of Ramadan, normal working hours shall be reduced by two hours. Time spent by the employee in transport form his residence to the place of work shall not be included in the working hours.

ARTICLE (66)
Daily working hours shall be regulated in a way that no employee shall work over five hours consecutively without break times for rest, food and prayer with a total not less than one hour, provided that such times shall not be counted in working hours. In factories and workshops where work is rotated on night and day shift basis, or in places of business where technical and economic reasons necessitate round the clock work, break times for rest, food and prayer shall be determined by the Minister.

ARTICLE (67)
 If circumstances of work necessitate that an employee works more than the normal working hours, the extra time shall be considered overtime, for which the employee shall receive a remuneration equal to that corresponding to his normal working hours plus an extra of at least 25 percent of such remuneration.

ARTICLE (68)
If circumstance of work necessitate that an employee works overtime between 9.00 p.m and 4.00 a.m., he shall be entitled to normal working hours pay plus an increase equal to at least 50% of such pay.

ARTICLE (69)
Actual overtime may not exceed two hours per day unless work in necessary to prevent substantial loss or serious accident or to eliminate or alleviate its effects.

ARTICLE (70)
Friday is the normal weekly holiday for all employees except for those on daily wage bases. If the employee is required to work on Friday he shall be granted one day off for rest or be paid the basic pay for normal working hours plus 50% increase at least of such pay.

ARTICLE (71)
 Except for labourers on daily wage an employee may not work on more than two Fridays successively.

ARTICLE (72)
 The provisions of this Section shall not apply to the following categories: 1. Persons holding responsible senior posts in the management or supervision if holders of such titles are vested with the authorities or employers over employees, and such category is to be determined by the Minister of Labour and Social Affairs. 2. Ship crews and sea men who work under special service conditions due to the nature of their work, excluding Sea Port workers who are engaged in loading and off-loading and related works.

ARTICLE (73)
A Notice Board showing the weekly closing day, working hours and rest times for all categories of employees must be fixed at conspicuous place on the main gate used as entrance by employees and in the premises of work and a copy of the notice should be submitted to the competent Labour Department. If the weekly closure system is not applied by the place of business, a notice showing the weekly rest day for each category of employees shall be fixed by the employer at the places referred to in the preceding paragraph.

SECTION 2 LEAVES 

ARTICLE (74)
 Each employee is entitled to an official leave with full pay on the following occasions: 
  • Hijra New Year. One day
  • Christian New Year. One day 
  • Eid Al Fitr Two days 
  • Eid Al Adha and Waqfa day Three days
  • Birthday of the Prophet One day 
  • Ascension Day One day 
  • National Day One day 


ARTICLE (75)
 The employee must be granted an annual leave during each year of service which may not be less than: 1. Two days per month in respect of any employee with more than six months and less than one year of service. 2. Thirty days per annum in respect of any employee whose period of service exceeds on year. In the event of termination of an employee's service he shall be entitled to an annual leave for the fractions of the last year of service. 

ARTICLE (76) 
The employer may at his discretion determine the date for commencement of annual leaves and, when necessary, he may decide to divide the leave in two parts at the most, except in cases of juveniles where vacation may not be divided in parts. 

ARTICLE (77)* 
The annual leave period is deemed to include such holidays as prescribed by law or as agreed to, and any other periods of sickness, occurred during this leave and is considered as part thereof. 

ARTICLE (78)* 
The employee shall receive his basic pay in addition to housing allowance, if any for the annual leave days. However if the exigencies of work necessitate that the employee works during his annual leave in whole or in part, and the period of leave during which he has worked, has not been carried forward to the next year, the employer ought to pay him his wage in addition to cash in lieu of leave for his working days based on his basic pay. 

ARTICLE (79)
The employee is entitled to receive cash in lieu of annual leave days not availed by him, if he was dismissed or if he left the service, after the period of notice stipulated by law. Cash in lieu of leave is calculated on the bases of pay received by the employee at the time of maturity of such leave.

ARTICLE (80) 
Remuneration due to an employee plus that of the approved leave under this law shall be paid in full by the employer to the employee before the latter's departure on annual leave. 

ARTICLE (81) 
If exigencies of work necessitate that the employee work on holidays or rest days against which he receives full or partial pay he shall be compensated in lieu thereof with increase in pay by 50% of his wage, but if he has not been compensated for the same with a leave, the employer shall pay him an increase to his basic wage equivalent to 150% of the days of work. 

ARTICLE (82) 
If the employee falls sick for reasons other than labour injury he must report his illness within a period of two days at most and the employer must take necessary measures having him medically checked up to ascertain illness. 

ARTICLE (83)* 1. During the probationary period, the employee is not entitled to any paid sick leave. 2. If the employee spends over three months after completion of the probationary period, in the continuous service of employer, and falls sick during this period, he becomes entitled to a sick leave not more than 90 days either continuous or intermittent per each year or service, computed as follows:- 
A. The first fifteen days with full pay. 
B. The next thirty days, with half pay. c. The subsequent period, without pay. 

ARTICLE (84) Pay during sick leave shall not be made if sickness resulted from mis-behaviour of the employee such as consumption of alcohol or narcotics.

ARTICLE (85)
The employer may terminate the services of an employee who fails to resume his duties at the end of such leave as stipulated in Article (82), (83) and (84) hereof, and in such case the employee shall be entitled to his gratuity in accordance with the provisions of this Law. 

ARTICLE (86)
If an employee resigns from service because of illness before the lapse of the first 45 days of the sick leave and the Government Medical Officer or the physician appointed by the employer justifies the causes of resignation, the employer must pay to the employee his remuneration due for the period remaining from the first 45 days referred to above. 

ARTICLE (87) A special leave without pay may be granted for the performance of pilgrimage to the employee once through-out his service and shall not be counted among other leaves and may not exceed 30 days. 

ARTICLE (88)* 
During the annual leave or sick leave provided for hereunder, the employee may not work for another Employer; however, if the employer has established that the employee has done this, he shall have the right to terminate the service of employee without notice, and to deprive him of the leave pay due to him. 

ARTICLE (89) 
Subject to the provisions herein contained, every employee who does not report to duty immediately after expiry of his vacation, he shall be deprived of his pay for the period of absence commencing from the day following to the date on which the leave has expired. 

ARTICLE (90) 
Without prejudice to cases where the employer has the right to dismiss the employee without notice or gratuity as prescribed herein, the employer may not dismiss an employee or serve him with a notice of dismissal during his leave as is provided for in this Section.

OFWs soon to be automatically exempted from airport terminal fee





Overseas Filipino Workers are required to get Overseas Employment Certificate to be exempted from the terminal fee of Php 550. However, some airline companies already include this terminal fee in their ticket prices.  Most OFW’s are not aware of this so they don’t get their refund from the airline companies.

On March 15, 2017, The Manila International Airport Authority and 40 airline companies operating in NAIA signed a memorandum that they will waive the terminal fee in their ticket prices.
It started April 30, 2017 for face-to-face ticket purchase and by the end of July 2017, for online ticket purchases.

Galing ng Filipino Photographer!

Be proud Pinoys! Again, there were talented Filipinos who stood out in the Sixth Season of the Spaces of Light Photography organized by Sheikh Zayed Grand Mosque Center. Spaces of Light Photography aims to represent the artistic beauty of the Islamic architecture. It is one of the most prominent photography competitions in the world so a lot of amateur and professional photographers joined the event. The participants were given around six months, from December 2015 to May 2016 to work on their masterpiece.

One of the winners was our fellow Filipiino, Sherwin Dela Pena. He won the third place in the Time Lapse Category. Sherwin is based in Abu Dhabi and working in the field of IT. Having the passion in photography, during his free time, he shoots in weddings, events and concerts. Weddings is his personal favorite. For him, it’s not just being a photographer but being a storyteller. In those photos, each moment can be relived.

Illegal Recruiters are Using Ahalia Hospital's Name

Please be careful with illegal recruiters. We received a private message from JR regarding a scam. 

JR is a physical therapist in one of the hospitals in Saudi Arabia. He's looking for better opportunity in UAE by signing up and applying for jobs in outsourcing websites. Last August 21, 2016, he received an Appointment Letter from Al Neyadi Travel and Tours for a job in Ahalia Hospital. The salary being offered was high and very appealing. He was asked to pay $4,200 through Western Union or Moneygram for the processing fees, documentations, courier and family visa. JR asked his friend in Abu Dhabi to verify the appointment letter with Ahalia Hostipal but it turned out that everything was a fraud. JR wanted to make sure that he was no missing a big opportunity so he called Ahalia Hospital himself. The HR personnel of the hospital also confirmed that the contract was fake and that the HR did not sent him any email.

JR wanted to share this experience to warn everybody specially our fellow Filipinos of this scam. Thank you JR!

No More OEC But You Need to Register

President Duterte heard the OFW’s sentiments! He has started taking action not only against drugs but also in making the life of OFW’s easier. The President has already given an order to POEA to restructure the processes in deploying OFW’s.

In accordance with POE Governing Board Resolution No. 12, Series of 2016, starting on September 15, 2016, although this will still be on experimental basis, qualified OFW’s will no longer be required to secure overseas employment certificate.

You are qualified and exempted if:
  • You are returning to the same employer and job site and should be listed in the OFW POEA database
  •  Hired through the POEA’s Government Placement Branch

The New Procedure:

Before going for vacation, you need to register at the Balik-Manggagawa Online Processing System http://bmonline.ph/ and provide your personal and employment details to check if you are qualified and exempted from getting an OEC. However, if you are not exempted from getting OEC during the time of your registration, you will have to set an appointment with the POEA office in the embassy.

If you are exempted in getting OEC, your updated profile will be forwarded to the Bureau of Immigration. This will serve as their basis for your clearance during your exit at the airport without fees.

However, if you proceed to the airport without registering in the Balik-Manggagawa Online Processing System you will be referred by the Bureau of Immigration to the POEA’s Labor Assistance Counter for evaluation, to determine if you will be cleared for departure or will be subject to complete travel documents and of course to pay required fees.

Philippine Passport Requirements (Philippine Embassy Abu Dhabi)

Passports should be renewed 6 months before its expiry date to avoid any problems with immigration in case of emergency travels. Before going to the Phlippine Embassy be sure to have all the documents required for passport processing.
Here is the list of requirements for the Machine Readable Passport (MRP)


RENEWAL OF PASSPORT


1.   MRP Data Encoding Sheet
2.   Three (3) colored photographs
  • Size 3.5 cm  x  4.5 cm
  • Royal blue background
  • Decent attire with collar
  • Taken within the last six months
  • Good quality, not glossy paper
  • Facial image must not exceed 3 cm
3.   Current Passport
4.   Photocopy of current passport showing the following:
  • Inside front cover
  • Inside back cover
  • Page containing latest Philippine immigration departure stamp
  • Page containing latest UAE immigration stamp

The Philippine Stock Market is down. I rushed this article to encourage my fellow OFW's to invest in the stock market while it is on BIG SALE as we call it in the club. This is the right timing to be share holders of MERALCO, SM, BDO, and more big companies in the Phlippines. This is what Warren Buffet did during the recession time where companies shares were at their lowest prices in USA. He kept on buying shares of different companies and look at him now, he is a multi millionaire.

Let me explain to you, in my own understanding, how the stock market works. Let us take for example ABC Company being owned by Marie. ABC Company should have 100,000,000 unit shares in order to operate the business. Marie, the owner, owns 75,000,000 unit shares and the remaining 20,000,000 is owned by Marie’s business partners. ABC Company needs more business partners for the remaining 10,000,000 unit shares needed for the business. Since ABC Company is stable and a big company, it is listed in the Philippine Stock exchange. There are 10,000,000 unit shares of ABC Company for sale in the Philippine Stock Exchange. Now, you want to be a co-owner of the ABC Company and a business partner of Marie and this is possible by buying shares from from the Philippine Stocks Exchange. Since you cannot directly do transactions with PSE, you need a trusted broker company like COL Financial. All your stock transactions will be through this broker.

Let me continue, let us say ABC Company is being sold at Php5 per share with a minimum of 100 unit shares. The initial minimum investment with COL Finanacial Easy Investment Plan is Php 5000. Where to find rooms for rent?

The first thing I do is visit. http://abudhabi.dubizzle.com/. There are hundreds of rooms for rent ad in this site. You can filter the ads according to price, location, furnished, and attached bath. It is where I found my two rooms. This site is reliable when you are searching for accommodation.
If you were not able to find the room you desire in dubbizzle, walk along Hamdan Road where you will find many flyers posted at the bus stops or building walls.

Based on experience Room Rentals:
Bed Space  = AED 500 – AED 950
Room Sharing = AED 1200 – AED 1600
Maid’s Room = AED 1200 – AED 1600
Maid’s Room attached bath = AED 1500 – AED 2300
Normal Rooms = AED 2300 – AED 2600
Master Bedroom = AED 2800 – AED 3800
Salon = AED 4000 and up


The rent usually comes with free water, electricity, and optional free offer for wifi, TFC, gas for cooking, use of fridge and microwave oven.  

Where to buy cheap bed, mattress and other room furniture?
For the cheapest bedroom furniture, you can go to Electra at the backside of LL Hospital. I bought our double sized bed, medical mattress and 3 door cabinet for only AED 800 free delivery and bed fixing in our room. Our friend shared a strategy in buying from these shops so you will get the best price.

Choose the furniture you want. Tell the salesman that it is so good, amazing and you really like it. Ask him for the price. Initially he will give you expensive price. Ask him for discount. He will then offer you a lower price. This time, tell him the price that fits your budget. If he will not agree with your price, walk out of the shop and tell him you’ll check first for other shops and you will just come back. He will now run after you, give you a lower price, he will bargain some more with you. Note down the last price he will offer. Check for other shops and do the same. Choose the shop with the lowest price. Now you can buy your furniture from the shop with the lowest offer.

Benefits of PAG-IBIG MUTUAL FUND


Saving in mutual fund is now mandatory to all Overseas Filipino Workers. Before we are able to get our OEC, we need to be a member Home Development Mutual Fund or most commonly known as  PAG-IBIG. Some OFW's think that this saving system is another money making business for the Philippine government. Some will just comply and be a member just to get their OEC, but never funded for their PAG-IBIG Account. Some OFW's take this as additional expense to be included in their monthly budget. An OFW mentality that should be corrected.  PAG-IBIG overseas program is mandated by law to prepare for your retirement and you can have an opportunity to own our own house. There are many OFW's after more than 10 years of working abroad still don't have their own houses. Here are some more information you need to know about PAG-IBIG Fund.



What Philippine Law covers mandatory PAG-IBIG membership of OFW's?

This law is under Republic Act No. 9679 that aims to improve the lifestyle of Filipinos in providing fund for housing programs and implementing a nationwide saving system through PAG-IBIG Mutual Funds. R.A. 9679

What are the benefits of PAG-IBIG members?

1. Guaranteed savings by the Philippine government for your future.

Whatever happens to PAG-IBIG Funds, the government guaranties that all your contributions will be returned to you.Your monthly contributions or savings with PAG-IBIG Fund also earn annual dividends, TAX FREE. The dividend rate varies depending on the net income of PAG-IBIG at the year end.Assuming 5% dividend rate is given, please refer to the Table 1 provided below. 2. Housing Program

An active OFW member of PAG-IBIG can easily avail the housing loan. A member should have at least 24 months contribution to avail the housing program. Members can apply up to Php3,000,000 housing loan depending on the monthly contribution, with low interest rate and low monthly amortization for 20-30 yeasr. Please refer to Table 2 provided above. Housing loan may be used for the purchase of residential house and lot,condo units, townhouse, construction or completion of residential unit on a titled  lot owned by the member and home improvement.

The big issue of all kabayans, how or where to start?

Visit the Abu Dhabi Philippine Embassy and go directly to the first door on your left upon entering the embassy main entrance. Fill-up the PAG-IBIG Application form. Our kabayans will be assisting you there. After submitting the accomplished form with your original passport, they will give you your OFW PAG-IBIG Account Number. Kalas! You can now start saving your hard earned money. You can deposit it through UAE Exchange, Al Ansari, Al Falah Exchange, Al Ahalia Exchange.

How to Get OEC



Overseas Employment Certificate (OEC) provides an exemption to Filipino overseas workers from paying travel tax (P1,620) and terminal fee (P550) in the Philippine airport. This became mandatory for OFWs to present an OEC after visiting the country and before going back to their places of work. This is under the POEA Rules and Regulations to help ensure that OFWs' are properly documented and protected.

Here is your guide in getting your OEC from the Philippine Embassy in Abu Dhabi

1. Bring your required documents.

-Passport, 
-Copy of your contract, (Warning: there is no photocopy centre within the premises of the embassy), -Valid OWWA Membership document, proof of PAG-IBIG membership (PAG-IBIG Membership for a minimum of AED10.00 -mandatory coverage per RA 9679 or the Home Development Mutual Fund Law which took effect on 27 August 2009);
-OWWA Membership for AED92.00 (payment valid per contract duration at a maximum of 2 years); 

2. Get your queue number and enter at the first room LEFT side of the embassy.

3. Fill out the Application Form

4. Pay OEC Processing fee of AED10.00 at the counter. They will ask for date of departure and arrival.

5. Wait for you name to be called to get your OEC. 

Note: You must process your OEC as early as 8:00 AM so will finish it in just 15-30 minutes.

The Embassy is open Sundays to Thursdays 8:00 am to 5:00 pm.

Working Overseas


Why do overseas workers choose to work abroad?

Have you heard of doctors going abroad to become nurses? Why does a medical doctor preferred to become a registered nurse abroad, instead?

I gave birth to my eldest daughter in 2006. Parents always wanted the best for their kids so I have chosen one of the best pediatricians in our city to take care of my daughter, Dr. Arnel. He also happens to be my mother’s student in high school. When I was in the labor room, the interns interviewed me and also asked me who would be my baby’s pediatrician.  I told them it would be Dr. Arnel. The interns were happy to inform me that my baby is lucky because Dr. Arnel is really one of the best. We visited his clinic several times, for my baby’s monthly vaccines, check up for her cough and fever. I can say he is really expert and superb in his profession. But when my daughter was six months old, he informed us that he will be leaving the country. He already passed the nursing board exam and his papers are all processed in working abroad as a nurse.  Yes as a nurse. My mother being her teacher before, discouraged him, but he said, being a nurse abroad is just his stepping stone in pursuing his career as a doctor, abroad.

Some Filipino medical doctors have chosen to become nurses in United States not for their career growth but because they earn more than 12 times what they are earning in the Philippines. There are also cases where engineers are working as technicians or document controllers abroad and some college graduates even degree holders are working as domestic helpers to earn more. There are also lucky ones who are practicing their profession abroad and also earning more but away from their families. There are luckier expats who are earning much and are able to bring their family with them abroad.

The only main reason I see why most expats, OFW’s are working abroad is because of financial stability they want to have for their families. It is the financial stability for the love of family. I am working here abroad so I can give my daughters a better future. I was a QA Team Leader in the Philippines before but my salary is just enough for my personal needs. My husband has a good paying job but still our family expenses are more than what we are earning. We even have loans. Now, we are both working abroad. We are sacrificing being away from our lovely daughters believing we could provide them a better life.


Do you want to see your daughter cry in hunger or see your son cry because  you can not  buy the toy he wants or see your mother suffer due to old age, ailments because you don’t have money to let her be checked by doctors . It is not easy to bring down your pride, disregard your ego, downgrade your professional level, and above all be far from your families but because of the desire of being a good provider to your family so they can enjoy a better lifestyle, expats can endure all of these.

Telenovelas became part of our lives. We get emotionally carried away with the scenes and episodes. It’s like a drug, very addictive. You can’t wait for tomorrow wondering,what happens next. It completes your daily life. You even dream about it during your sleep. Even think about it when at work, and chat with your friends, post on your facebook, click like to the telenovelas FB fanpages. Now you’re smiling because, it’s true.

There is one telenovela craze in the Philippines entitled “ Be careful with my Heart.” Everyone will agree that “Be careful with my Heart" stands out from all other telenovelas. It‘s even a finalist in the 2013 New York Festival World’s Best Television and film in the telenovela category. It is a combination of love and comedy story spiced with simple problems in life. The only telenovela without violence as commented by all .Let me give you a glimpse of “ Be Careful With My Heart."

It is a story of a simple lovely lady named Maya. Due to family financial problems, Maya decided to work in Dubai so she can help her family and take a step to follow her dreams in becoming a flight stewardess but she became a victim of an illegal recruiter. When she arrived in Manila for her flight to Dubai, only then that she knew she was swindled by the woman who offered her the job. Maya was stuck in Manila with no money or place to go.Fortunately, she met Mr. Richard Lim, (also known as Sir Chief) handsome, rich, widower. Sir Chief has a big influence in the Airline Industry so Maya grabbed this opportunity to reach her dream. Maya accepted Sir Chief's offer to be the temporary nanny of his children, in exchange of the help that he will give to Maya, in becoming a stewardess.

Upon entering in Sir Chief's mansion, Maya became so much attached to the family.Since Sir Chief's wife died, the family's joy died with her.Maya gave life to the mansion.She was able to bridge the gap between Sir Chif and his children. Maya made their house a home. A home that is  full of love, joy and "positive vibes."As she became close to the family, Maya fell in love with Sir Chief but this will not stop her from reaching her dreams. She became a working student. Maya is so aggressive in achieving her goals. She is now having her flight attendant training in Time Airways.And the story of Maya and Sir Chief continues in ABS-CBN, TFC and some websites...

What is my point in sharing her story?

Be like Maya.She has her compelling reason why she wants to be successful, and that is her family. That is her "emotional why," which made her very aggressive and desperate in reaching her dream. She gets whatever she wants. She works hard for it with urgency.She is a woman of action.Problems won't stop her.She never                                   gives-up. Maya became stronger in life's challenges and more focused to her goals.She decides what will  be her future.

You can also get anything you want in life, you just need to find your emotional why and act aggressively,urgently.

Life is like a telenovela. Problems always come and go, we laugh and cry but these should not stop you in wanting to improve your life in whatever situation you are in now. I want to quote this from Brother Bo Sanchez," Don't just watch your life, be the script writer of your life and make it a happy ending."
